Canadian Prime Minister Justin Trudeau hung onto power as his main rival conceded defeat, saying he had won a clear mandate to govern although he fell short of his goal for a majority win. Here are five things to watch for from Canada's Liberal minority government.

British police said a third Russian had been charged in absentia with the 2018 Novichok murder attempt on former double agent Sergei Skripal, saying they could also now confirm the three suspects were military intelligence operatives. Sudanese authorities have foiled an attempted coup, the army said, warding off a challenge to a civilian-military council that has run the country since Omar al-Bashir was overthrown in 2019.

Lava gushing from the Canary Islands' first volcanic eruption on land in 50 years has forced authorities to evacuate another part of El Paso municipality on the island of La Palma and to urge sightseers attracted by the phenomenon to stay away.

President Joe Biden plans to defend his hasty troop withdrawal from Afghanistan today in a speech to the United Nations, arguing it was needed to pivot U.S. policy to focus on a global challenge from China and climate change.

Top Democrats in the U.S. Congress said they would aim to continue funding the government and increase its borrowing authority in a single bill in coming days, setting up a showdown with Republicans who have vowed not to approve more debt.

Under new U.S. rules, foreign nationals admitted to the United States on humanitarian grounds, who are not required to have COVID-19 vaccinations, will have to agree to be vaccinated upon arrival, according to a planning document seen by Reuters.
